Fowkes was born 6 March 1958, in Salt Lake City, Utah. He studied organ performance at Brigham Young University, Provo, Utah, 1977-1979; and Utah State University, Logan, 1979-1982. He worked with Michael L. Bigelow of Provo, then in American Fork, Utah, 1979-1980 and 1983-1985; taking a sabbatical for voicing apprenticeship and other work with Mathew Copley of Themes-Ditton, Surrey, England, 1982-1983. He was a voicer with John Brombaugh & Associates of Eugene, Oregon, 1985-1987. He became director, designer, and voicer with the Schlicker Organ Co. of Tonawanda, New York, 1987-1988.
