It is \"tuned\" flat by adjusting the amount of wind getting to the pipes from the second slider. Due to height restrictions, the Pedal Open Diapason bottom notes combine the Bourdon 16' with softly speaking 8' Open Diapason pipes, which fill in the harmonics missing from a stopped pipe.
